Actually, I've never seen it in practice myself either. The idea really comes from some discussion on the Fish of Fury tactic when the rules went to 5th edition. In 4th, skimmers explicitly did not block LOS, so fire warriors could shoot "under" them without restriction. Once the 5th ed rules were digested, people started worrying the FoF was dead or ways to keep it as viable as it had been. One of the things suggested was to put the devilfish on a tall base so under True Line of Sight it still wouldn't get in the way. I use a less cheesy version of this myself as all my vehicle stands are the tallest stock size. Fire warriors can get a clean shot underneath it at short targets, but big things like Marines can claim a cover save. Like that matters against pulse fire!
In case you're unfamiliar, Fish of Fury meant a devilfish full of fire warriors. A ''fish or two would fly up near an enemy unit. Fire warriors would drop out the opposite side and rapid-fire, and the hull of the vehicles would block the survivors from assaulting. It was much more viable when models assaulting a devilfish from the front had to roll against AV12 front rather than the AV10 rear!
