When Eldar war walkers purchase a weapon (say starcannon) and then purchase a second weapon (say starcannon again) would that constitute a twin linked starcannon as per 2 identical weapon systems make a single twin linked one?

Mike is correct. It's what makes war walkers so cool. 1 walker can have 2 of the same weapon or 2 different weapons on them. All kinds of shots.
